. In reference to p. VII-13, a Commissioner asked to see a reference to the Stream
Management Master Plan in the Stormwater Runoff section. Staff added a reference to
this Plan on page VII-10 and additional discussion on page VII-13.

. In reference to p. VII-14, a Commissioner noted that Pleasanton has two properties on the
National Register of Historic Places. Text has been added to the Historic Structures
section to the effect that the Heathcote-McKenzie House and Kottinger Barn are on the
National Register of Historic Places. Figure VII-4 now indicates the location of the
Heathcote-McKenzie House which was not previously shown. A revised Figure VII-4 is
incorporated into Attachment 1.

. In relation to a discussion of trails on p. VII-21, a Commissioner noted that the Iron
Horse Trail does not have a route separate from the sidewalk in the Hacienda Business
Park, and requested that a goal be added to provide a separate right of way. Staffhas
added Program 13.11 that encourages separation of the Iron Horse Trail from sidewalks
and roadways where feasible.

. Pertaining to a discussion of Scenic Highways on p. VII-22, a Commissioner requested
that a goal be added to maintain open space between PIeasanton and Livermore, along the
1-580 corridor. Staff notes that the Stoneridge Drive Specific Plan, adopted in October
1989, envisioned development of the Staples Ranch area and did not designate any
"greenbelt" or community separator adjacent to 1-580. The City of Livermore General
Plan Community Character Element includes policies which regulate building height on
the property east of El Charro Road in order to preserve views of the hills and ridges but
it does not specifY a "greenbelt" in this location. Currently, sound walls and mature
trees screen any views for the east-bound traveler on 1-580 west of the commercial area
at the Santa Rita Road interchange. At a point about 1,500 feet east of the El Charro
Road interchange, there are views to the southwest and the southeast of the hills and
ridges. In view of the policy framework set by the Specific Plan and the existing
development context, staff has amended Program 12.3 that addresses the need to retain
the scenic attributes of scenic highways. In addition, in recognition of the potential for
the corridor to be designated a scenic highway, staff has drafted Program 12.4: "Along
freeway corridors, use setbacks, landscaping and architecturally integrated screen walls
to screen views of parking lots, loading docks, and service and storage areas." The 1996
Pleasanton General Plan discusses the role that the quarry lands play in creating a
"valuable urban separator between Pleasanton and Livermore" (p.ll-JO); although it is
likely that these lands will be developed in the future, it is intended that the new General
Plan would substantially protect its qualities as an urban separator, through building
setbacks, height restrictions, and landscaping.

. Related to the Goals, Policies and Programs on pages VII-34 and -35, a Commissioner
requested definitions of "natural habitat areas" and "natural public open space areas".
Definitions for both have been added on page Vll-35, with related definitions added on
page VII-34.

General Plan Update

Planning Commission
