projections be reduced from the original projections of $1,084,250,
by $145,000, to $939,250.

Public Works Fees are essentially on target. Only minor changes in
line item revenues are being recommended, as detailed in Table 1.

Plannina Fees

Planning revenues are on target with projections. Reimbursement
revenues reflect an increase of $98,000, which offsets the increase
in reimbursable expenditures for various EIR studies, the Ridgeland
Study, etc.

Recreation Revenues

Recreation revenues are estimated to be $1,136,000, which is $5,900
less than the original projections.

?ERS Credit

As part of last year'.s budget preparation, the State made numerous
changes in the Public Employees' Retirement System (PERS). As a
result of these changes, the City will receive approximately
$888,000 in one-time credits to be used against its retirement
obligations this year. These credits are reflected in Table i as
a line item revenue. However, approximately $48,000 of this
revenue will be transferred to the Water and Sewer O & M Funds to
reflect their prorata share of the credit. Thus the General Fund's
net credit this fiscal year will be approximately $840,000. It is
important to note that this is a ~ revenue, and therefore
should be used for a one-time expenditure.

Railroad Reimbursement

Several years ago, construction was completed on three railroad
grade separations and the consolidation of two railroad lines. The
City's General Fund contributed $1.7 million towards this project,
along with gas tax dollars, State grant funds, and funding
participation by Alameda County and the railroads. As final
settlement for the railroads' share, the City has just received
$182,990. This one-time revenue is reflected in Table 1 as a prior
year reimbursement to the General Fund.

DISCUHSIO~IOF ~N~P~L F~ND BXPENDIT~TRBS

Table 4 outlines all General Fund expenditures by department,
showing the adopted budget, amendments to date, andthe recommended
midyear adjustments.

Personnel costs due to employee turnover and unfilled positions
reflect estimated salary savings this year of $275,000. However,

SR92:125
