due to larger than expected increases in medical insurance costs,
staff is recommending that an additional $100,000 be appropriated
to provide adequate funding for these costs. These costs are
reflected on a prorata basis throughout the departments, with
$83,500 in the General Fund, and $16,500 in the Water and Sewer
Funds. Overall, the net decrease in General Fund personnel costs
is $166,000.

Due to reduced aasoline costs. General Fund departments are
reducing their budgets by $74,000.

The Finance DePartment shows an increase of $35,000 for commissions
to the City's sales tax auditor. This increase should be more than
offset by an increase in sales tax revenue although the offsetting
revenue is not being reflected at this time. The detailed analysis
of 'sales tax revenue will be done next quarter. An increase of
$3,500 is also shown for legal costs associated with assessment
district foreclosures. However, this cost is offset totally by
additional revenues.

The General Services Department shows a net increase of $61,488.
This includes an increase of $229,000 in vehicle repair costs, and
represents an accounting change only. All other General Fund
departments show a decrease in repair costs of $158,000; and it is
recommended that the Water and Sewer Funds transfer a total of
$40,000 for their share. These reductions essentially offset the
increase for vehicle repair costs in the General Services
Department. Starting this fiscal year and in the future, all
vehicle repair costs will be charged to General Services and not
directly to the departments.

Reimbursable expenditures show an increase of $90,000 in the
Planninu Department, but these costs are offset by an equal
increase in revenues.

The ~treet Department reflects an increase in field supplies of
$59,000, which is due tothe original budget underestimatingthese
costs. This increase is reflective of the costs necessary to
continue the concrete and asphalt repairs at the existing levels.

Overall, staff is recommendingthat expenditure appropriations be
reduced by S407,908.

With the changes staff is recommending above to the General Fund
1991-92 Budget, the City should be able to end the year without
needing to use any of the General Fund's $3.1 million Contingency
Reserve which is intended for economic uncertainties.
