. .

6. PUBLIC HEARINGS

There were none.

7. MATTERS BEFORE THE COMMISSION

A. Proposed Desil!:n for Small DOl!: Exercise Area in Muirwood Community Park

Mr. Fulford advised that at the April 13, 2006, Parks and Recreation Commission meeting, staff identified
three (3) potential sites suitable for a small dog area. After receiving public input, the Commission
requested that staff focus design efforts on the far northern end of the current facility.

Mr. Fulford advised that the preferred location would extend northward of the existing site by
approximately 30 feet. The expansion would average approximately 30' in width and 80' in length, more
than adequate for smaller dogs. The proposed area has existing trees that would provide needed summer
shade, and water can be easily routed to the area from the current water fountain. Fencing and access
gates would be reconfigured and moved northward, and the area would be separated from the larger dog
area by a 4' tall vinyl-coated chain-link fence.

The Commission was advised by Mr. Fulford that estimated cost for construction of the proposed small
dog exercise area was approximately $10,000+/-, and the expanded area would have only a slight impact
on annual maintenance and operating costs. He also indicated that staff is recommending wood chips as
the best possible product for use in the small dog exercise area, and an additional non-functioning fire
hydrant would be included.

The Commission reviewed a schematic design of the proposed improvements. Commissioner Kummer
asked about the possibility of including more "friendly" signage at the dog exercise area and about having
a hose for cleaning purposes. Mr. Fulford advised that he would bring some sign recommendations back
to the Commission for its consideration. Ms. Hagopian indicated that having a hose in the park could be a
big maintenance problem. Commissioner Kummer also discussed the traffic issues expressed in the email
from Mr. Corriea at the last meeting.

Commissioner Kinzer was in favor of the staff recommendations for this small dog area, inquired about
use of other recvclable materials. but would prefer to see a recyeIable proauct lIsed irwtead efsmlq[
double-bark was used for the area.

A motion was made by Commissioner Narum, seconded by Commissioner Ellgas, to accept the schematic
design and proposed improvements for the Small Dog Exercise Area in Muirwood Community Park, and
request that staff proceed with design development and construction of the facility at the earliest possible
time.

ROLL CALL VOTE:
AYES: Commissioners ElIgas, Kinzer, Kummer, Narum and Chairperson Pentin.
NOES: None
ABSENT: Commissioner Dibiase.
ABSTAIN: None.

Parks & Recreation Commission Minules
May 11,2006
Page 2
