, .

B. Recommendation of Trails Ad Hoc Committee Reeardine Proposed Staeine Area in
the Meadowlark Residential Development (Austin Property)

Ms. Ventura advised that later this year, the City is planning to begin construction of Alviso Adobe
Community Park. The Austin family, which owns approximately 30-acres of property across the street
from the proposed park, have submitted a proposal to develop eight (8) single-farriily homes and dedicate
22-acres of open space to the City. That action, if supported by the City Council, would expand the
Community Park from 7 to 29 acres.

At its April 24, 2006 meeting, the Trails Ad Hoc Committee reviewed a request from Mr. Austin to
consider whether a separate staging area on his property was necessary, given that the Alviso Adobe
project should have sufficient parking to accommodate both park and trail users. It was the consensus of
the Committee that visitor parking at Alviso Adobe Community Park could serve as the staging area with
the following conditions:

. That the planned north-south trail and west trail segments in the Community Trails Master Plan not
be impacted;
. That the parking lot/staging area be able to accommodate one (1) to two (2) horse trailers for
equestrian trail users (i.e. provide sufficient maneuvering space for trailers; gravel or dirt spaces to
prevent horses slipping while entering/exiting trailers); and
. That some type of horse watering facility be installed

After the Trails Ad Hoc Committee meeting, staff discussed the concept of providing parking for horse
trailers and agreed there may be some clearance issues with unloading horses and locating a water trough.
Alternatives to accommodate one truck towing a horse trailer would entail:

. Removing seven (7) standard vehicle spaces in the visitor parking lot; or
. Re-designating the van parallel parking to dual use/shared parking.

Commissioner Narum discussed with staff current and proposed staging areas within close proximity to
the Alviso Adobe project. Commissioner Ellgas agreed that there would be sufficient staging area without
having another one on the Austin property.

Mr. Wolfe advised that staff had received an email from Commissioner Dibiase, and that he felt it was not
necessary to have an additional staging area on the Austin property.

Commissioners Narum and Kinzer also did not believe there was a need for two (2) separate
staging/parking areas, and that the Alviso Adobe parking lot would be sufficient.

Chairperson Pentin opened the meeting for public input at 7:45 p.m.

Kevin Close, 871 Sycamore Road - supports the recommendation for one (1) staging area at the Alviso
Adobe, but was not sure about the concerns of having gravel or dirt to offload the horses,

Chairperson Pentin closed the meeting for public input at 7:47 p.m.

Parks & Recreation Commission Minutes
May 11. 2006
Page 3
