EXHIBIT J

=1111 -_,

pLEASANTONc
MEMORANDUM

Date:

October 11, 2006

To:

From:

Jenny Soo, Planning Department
Mike Tassano, Acting City Traffic Engineer V

Ruby Hill Event Center

Subject:

I have reviewed the project proposal for the Ruby Hill Event Center that is located off of Vineyard Avenue, This
project is proposed to gain access via the Ruby Hill Construction access road, The access road ties into Vineyard
Avenue approximately 450 feet from the intersection of Vineyard Avenue and Isabel Avenue (State Route 84),

The existing stacking lane for the intersection of Vineyard Avenue and Isabel Avenue is approximately 350 feet in
length, which leaves approximately 100 feet for a westbound left turn pocket for vehicle accessing the
construction entrance,

The existing volumes on Vineyard Avenue are such that during the PM peak hour the vehicle queue from the
Vineyard Avenue and State Route 84 intersection extends beyond the construction access road entrance for short
periods of time (2 to 3 cycles in 1 hour period), This congestion is expected to increase in the future, with the
queue length of vehicles extending beyond the construction access for several additional cycles,

The operation times of the event center, which is mainly on Friday evening (normally after 6:00 PM) and on
Saturday and Sunday, should not conflict with the PM peak period,

As part of this review, staff conducted a field review of the event center currently in operation that is located on
Vineyard Avenue, to the west of the proposed Ruby Hill Event Center. Given the observed traffic patterns of this
event center and projected trip generation rates for the Ruby Hill Event Center, adequate gaps in traffic will be
available so that storage beyond 100 feet on Vineyard Avenue is not necessary. The 100 foot left turn pocket on
Vineyard Avenue should be adequate, A right turn deceleration lane is needed to move the vehicles out of the
flow of traffic, A traffic signal is not recommended at this location,

The proposed gate at the entrance to the event center should be recessed such that adequate sight distance is
provided for vehicles exiting the facility onto the construction access road,

Please let me know if you have additional questions regarding this project

X:\MikeT\Development Projects\Ruby Hill Event Center\Ruby Hill Event Center Memo.doc
