Ruby Hill Event Center
PUD-93-02-08M

a,b,d) Construction of the proposed development would involve use of construction equipment,
such as excavator, dump trucks, loaders, etc., and generation of construction traffic,
resulting in a temporary short tem increase of noise due to construction activities. These
types of construction equipment normally do no produce strong impacts to the ground
that would result n noticeable ground vibration. The increase in ground vibration will be
relatively minor and of short duration. Project construction has been the potential to
expose adjacent residents to construction work area to objectionable sound if loud
construction occurs during sensitive hours. The City's noise ordinance restricts
construction hours and limits noise level. The proposed development is proposed so that
it would be in conformance to the City's noise ordinance. Therefore, this would be a
kSrfflan~~niflcan~impad

c) Activities from the event center should not disturb adjacent residents due to its distance
from residential properties and due to restriction of outdoor usage. The elevation of the
event center building shows that no opening on the elevation that faces the residential
properties so as to control the noise, and that the parking lot is located north of the event
center building so as to use the event center building as a screen to block noise and light.

The annual wine production lasts approximately eight to ten weeks during the year.
Equipment and machinery used in the process may generate noise that could be
disturbing to nearby residents. Equipment would be placed either within a building or on
the north side of the wine production building to mitigate noise impact to nearby
residents. Thus, the noise level would not exceed the noise limit as stated in the General
Plan.

Therefore, this would be a less-than-signiflcant-impact.

e-f) The subject site is not located within the Livermore Airport Master Plan and the subject
development will not expose people to excessive noise levels. Therefore, this would be
categorized as no-impact.

12. POPULATION AND HOUSING

Environmental Setting

The subject property is surrounded by residential uses. For this reason, staff would consider the
proposed project to be an infill development. Public streets and utilities including water, storm,
and sanitary sewer lines, and gas and electrical lines have been extended to the boundaries of the
project area in conjunction with other, nearby development

26
