The City's Traffic Engineer has reviewed the
proposal and determined that a traffic report would not be necessary for this proposal for
the following reasons: 1) the operation of the proposed facility during the evenings and
on weekend would not conflict with PM peak traffic; 2)Using the existing construction
entrance as the access route to the proposed facility allows for vehicle queuing; 3) the
existing left turn pocket on Vineyard A venue at Piemonte Drive should be adequate and
that storage beyond the existing 100-foot left turn pocket on Vineyard Avenue would not
be necessary.

Therefore, this would be a less-than-significant-impact.

c) The proposed building would be a one-story building. Its height would not interfere with
the existing air traffic patterns. Additionally, the proposed facility would be an event
center where the number of guests/patrons is unlikely to result in an increase in air traffic
level, nor would it cause in a change in location that results in substantial safety risks.
Therefore, this would be a less-than-significant-impact.

d) As part ofthe proposed development, a left turn pocket would be provided for access into
the site from Vineyard Avenue to the east, and a right turn pocket would be created
provided for access into the site from Vineyard Avenue to the west. The change would
provide a safe access to the traffic to and from the project area. Therefore, this would be
a less-than-significant-impact.

e) The access road to the event center and the roundabout at the event center parking lot are
designed to meet the dimensional requirement in width and turning radius of the Fire

31
