there would be no substantial change from the original plan and that existing programs would
have improved facilities. He believed the larger parking area would benefit the neighborhood.
Mark Giovanetti, 1445 Harvest Road, noted that he supported die Church's programs as well as
the proposed expansion. He believed the entrance and exit to the parking lot on Golden Road
was the wrong location for that use. He recalled conmlents made by Commissioner O'Connor
and staff that there was uo addition to the 99 children in the school, and, therefore, there was no
need to look at the use permit. Ile noted that the use permit was from 1999, and he added that at
certain times of the day, there was 175-percent usage versus that old use permit. IIe further
noted that the staff report stated that a traffic study would not be necessary because one building
was replacing another, retaining the same number of students. He asked the Planning
Commission to request that the Church update its use permit, determine the acriial use, and then
decide whether a traffic study would be appropriate or not He believed the h•affic study would
show that of flee alternatives of Golden Road, Hopyard Road, and Golden Road, Golden Road
would be the least desirable choice for traffic in(Iow and outflow.
Gregory Crofton, 4757 Peaceful Lane, spoke in support of this project. IIe noted that he was a
member of the Church and that his family had used the preschool. He believed the preschool
was an important part of the community and urged the Planning Commission to approve the
application.
Jennifer Berrigan, 7908 Fairoaks Court, spoke in support of this project. She noted that she was a
Member of the Church and that her family was involved in the preschool and youth programs. She
noted that the modular units were actually trailers and believed it would be better to have a
permanent building. She noted that the expanded parking lot would enhance safety and believed
that closing the preschool during the year would be very detrimental to the ministry and its
programs. She noted drat it if she were to enroll her children in another preschool during a closure,
she would be more likely to keep them there. She was very concerned that the Church would lose
very dedicated and talented staff should the preschool close during that time. She noted that the
Ceenagers would be able to meet at the Church, instead of a coffeehouse or in the preschool rooms.
She urged the Planning Commission to approve the plan as proposed.
Peter Halves, 0282 Garner Court, spoke in support of this item and noted U~at he was a member
of'frinity Lutheran Church. He added flat die parking lot was at the end of Golden Road, with
little impact to the rest of the street He noted that the parking lot exit was within 200 feet of
>-lopyard Road and that most of the traffic exited that way.
Mr. Mattheis addressed the fears about traffic on Golden Road and noted that the larger plan had
a 27-car difference from the number of cars traditionally accessing Gulden Road; the alternate
plan had asix-car difference. He noted that the Traffic Gngincer reviewed the proposal and
declined to require a traffic study.
In response to an inquiry by Commissioner O'Connor regarding the current number of parking
spaces on Golden Road, Mr. Mattheis replied that there were 51 spaces in that parking lot.
EXCERPTS: PLANNING COMMISSION MGGTING MIMJT[;S, January 24, 2007 Page 9 of 12
