Exhibit A -Scope of Work
dust are implemented, then it is unnecessary to
quantify dust emissions during construction.
At a programmatic level, improvements to air
quality can be realized by altering commute
patterns: encouraging mixed used develop-
ments; promoting transit-oriented
development, and fostering pedestrian, bicycle
and rideshare opportunities. The General Plan
Update can also be used to establish air quality
significance thresholds for future development.
Noise. We will document relevant noise regula-
tions and policies, including the City's Noise
Ordinance and the updated Noise Element; the
existing ambient noise environment; sensitive
receptors; and noise sources. The focus of the
impact assessment will on the general increase
in ambient noise levels at existing noise-
sensitive land uses due to increased traffic vol-
umes along the City's major thoroughfares.
Additional discussion will be provided to ad-
dress potential noise conflicts resulting from
proposals for higher density residential uses
near the BART tracks and stations. Noise
mitigation measures will be based, to the extent
appropriate, on recommended General Plan
policies. Standard-based mitigation measures
will be identified where more specificity is re-
quired then appropriate for General Plan
policies. Possible mitigation measures, if
needed, include alternative site planning and
building location/orientation, buffers, and es-
tablishing noise significance thresholds within
the General Plan Update.
Public Services and Utilities and Service Systems.
New development resulting from the General
Plan Update will increase demand for public
utilities and services, including water supply
and conveyance, storm drainage, wastewater
conveyance and treatment, solid waste, roads,
law enforcement, fire protection, schools, li-
braries, parks and recreation, electric power,
natural gas, and telephone. To the extent ap-
propriate, generation rates will be derived from
the existing General Plan and the Public Ser-
vices Background and Alternatives Report.
Where necessary, utility providers will be con-
tacted to obtain the most current service levels,
including information on staffing, capacity,
adequacy of existing infrastructure, and plans
for future expansions. The EIR will describe
existing and projected demand for public ser-
vices and utilities and services systems and will
evaluate whether provision for new facilities, if
proposed or deemed necessary under the Gen-
eral Plan Update, might result in physical
environmental impacts.
Geology and Soils. Geologic conditions and
soils could affect the stability of structures built
under the General Plan Update. For the most
part, standard construction techniques and
compliance with City and State standards (in-
cluding the California Building Code) can
minimize such hazards. We will review and
summarize existing soil reports and geologic
data to develop a description of the site's gen-
eral geologic characteristics, including soils
constraints and seismic and geologic risks.
Unique geological features will be identified.
This EIR section will discuss the extent to
which construction and occupancy of the
growth areas could affect geologic or soils re-
sources. In addition, the EIR will evaluate the
potential for geologic hazards associated with
the geologic and seismic characteristics and soil
constraints. The potential impacts related to
seismic hazards, subsurface rock and surface
soils characteristics, and erosion will be identi-
fied.
Hydrology/Water Quality. Existing surface wa-
ters, groundwater and water quality could be
affected by development under the General
Plan Update. The EIR will describe the exist-
ing topography and drainage patterns for the
relevant proposed development areas.
Through use of existing GIS data provided by
the City and review of the Federal Emergency
Management Agency's 100-year floodplain
L2ty of L'[easanton General Plan Update EIR - EIPAssociates A-6
snag
