Exhibit A -Scope of Work
maps, we will determine whether any of the
proposed development areas will be subject to
flood hazards. Changes in potential stormwa-
ter runoff and water quality will be
qualitatively described. In general, we will ad-
dress potential changes in surface water and
groundwater quality as a result of proposed
new development and increased runoff at a
broad, qualitative level. EIP will discuss the
applicability of relevant water quality regula-
tions to reduce potential effects. These
requirements would include, but would not be
limited to, the National Pollution Discharge
Elimination System (NPDES) permit require-
ments for construction, local erosion and
sedimentation control requirements, and
NPDES permits for small municipalities. EIP
will also review recent permitting requirements
established by the Alameda County Clean Wa-
ter Program to ensure that projected
stormwater runoff under the General Plan
Update does not exceed the County's estab-
lished thresholds.
Biological Resources. An inventory of wildlife
and vegetation will be included in the EIR,
based on review of the exiting General Plan
and other data available from other environ-
mental investigations in the area. Additionally,
EIP will check with the California Natural Di-
versity Database in determining the presence
or absence of sensitive plant and wildlife spe-
cies within proposed development areas under
the General Plan. Data from the City and
from EIP's data collection effort will be used to
analyze and quantify potential impacts of the
proposed new development and related con-
struction activities on biological resources.
Impacts to individual community types and
populations of sensitive plant and wildlife spe-
cies will be quantified where possible. Loss of
native trees will be documented. Indirect im-
pacts to onsite resources and adjacent habitats
resulting from future construction activities
will also be analyzed, including an assessment
of drainage, runoff, and general human distur-
bance impacts such as construction traffic,
invasive non-native plant species, and increased
human use.
We will recommend potential mitigation
measures and potential permit requirements
for all identified significant impacts. Mitiga-
tion requirements will be assessed based on the
areas and acreages to be affected, if any.
Cultural and Historic Resources. In order to
present an adequate description of the existing
cultural setting, EIP will perform a literature
search and records check to include the Na-
tional Register of Historic Places, the
California Archaeological Inventory, the State
Office of Historic Preservation, the Native
American Heritage Commission, and local his-
torical societies. EIP will also review the
existing General Plan and other data available
from other environmental investigations in the
area.
Direct and indirect impacts will be identified
for known cultural resources. Impact signifi-
cance will be determined using the criteria
contained in the State CEQA Guidelines. Ex-
amples of impacts would include total
destruction of a significant resource (prehis-
toric site, building, or subsurface resource)
through demolition or removal; impairment or
damage of a resource through construction or
severe alteration; visual impacts to a standing
structure; and, in the case of Native American
values, damage to archaeological resources in-
cluding buried deposits, burials, or sacred
objects.
Potential impacts will be ranked by degree of
severity. Possible mitigation measures (i.e.,
redesign, resiting, research and data recovery)
will be provided for each type of level of im-
pact and for each category of resource type
(i.e., National Register building, buried prehis-
toric deposit, California State Landmarks,
historic deposits).
catty of !'(easanton General Plan Update EIR - EIPAssociates ~q_~
st rsz
