Exhibit A -Scope of Work Discuusion: Based on City comments on the final "screencheck" EIR, EIP will modify the Administrative Final EIR into the Final EIR. It is assumed that the City will distribute the Final EIR and send Public Notice of Availabil- ity of the Final EIR and Public Hearing to the newspaper, property owners, community groups, and /or individuals who might be in- terested in the proposed project. The City will be responsible for preparing and filing a Notice of Determination upon certification of the EIR. EIP's Project Manager and/or Deputy Project Manager will attend and participate in a public hearing for certification of the EIR. Technical assistance will be provided to City staff upon request at the public hearing on the Final EIR. Deliverable: 50 copies of the Final EIR, plus one camera-ready version. Meetings: One public hearing. TASK 9: MITIGATION MONITORING PROGRAM Purpose: To prepare a mitigation monitoring plan for the proposed project pursuant to AB 3180. Discussion: In response to AB 3180, cities and counties are required to prepare plans to de- termine whether mitigation measures, adopted in a Final EIR, are being implemented and how effectively they are reducing the impacts they are intended to minimize. EIP will prepare the Mitigation and Monitoring Program and spe- cifically define what activities are required to implement the mitigation measure, identify when they need to be performed, and indicate who is responsible for implementation. The Draft and Final Mitigation Monitoring Plan will be prepared concurrently with the Admin- istrative Final EIR and the final "screencheck" EIR, respectively, for the City's review. Deliverable: Draft and Final Mitigation and Monitoring and Reporting Program. TASK 10: PREPARE EIR FINDINGS Purpose. To prepare Findings of Fact and State- ment of Overriding Considerations for the Final EIR. Discussion. In consultation with the City's le- gal counsel, EIP will draft the preliminary Findings of Fact and Statement of Overriding Considerations for the Final EIR. The Find- ings will be in a format used previously by the City or approved by the City for this project. EIP will submit Draft Findings to the City for comments. EIl' will incorporate the City comments and prepare revised findings. Some economic or financial analysis or information may be necessary to substantiate some aspects of the Findings of Fact or Statement of Over- riding Considerations. Where such information is available from other analyses, it will be used. Where it is not available, EIP an- ticipates that the City's fiscal/economics consultants will make such information avail- able to EIP for inclusion in the Findings of Fact and Statement of Overriding Considera- tions. The draft and final versions of this document will be prepared concurrently with the Administrative Final and final "screencheck" EIR, respectively. Deliverable: Draft and Final Findings of Fact and Statement of Overriding Considerations. ATTENDANCE AT ADDITIONAL PUBLIC MEETINGS/HEARINGS Purpose: Attend additional public meetings or hearings to support City staff. Discussion.
