Adding
an attraction off of Valley is sure to increase this traffic. Any plan for this development should include a
plan for not allowing this additional residential corridor traffic on Kolln. Further, blocking northern
Kolln at Valley as has been clone at southern Kolln would add all of the h•affie fi•om this neighborhood
to the already congested Santa Rita Rd making that an implausible solution. I?nforcing a "No Through
Traffic" zone would be an ideal solution.
Having voiced that objection/suggestion, I believe it is of fundamental importance to create a plan for
dealing with all of the increased traffic this would bring ti~om al( directions. ~l~hcre would need to be
established truck routes with limited hours to avoid disturbing residents at odd hours. "there would need
to be adjustments made to the signalling at the intersection of Santa Rita Rd and Valley to avoid
gridlock. These are just a few of the mitigating measures that must be taken to consider this project.
Finally, are we even sure that this project is a good tit [or the city, notwithstanding the previous
a» kerns? Will Home Depot be a good citizen? Will this new store precipitate the closing of the original
Home Depot in Pleasanton, negating any believed increase to city revenues? Almost every day the Wall
Street ,lournal reports on problems at I-Tome Depot HQ. If the leaders of the company arc unable to agree
on corporate strategy, how can the local representatives give us any meaningful reassurances about this
project'?
Sincerely,
Joseph Upchurch
~4231~Waycross Ct
:_«~s.;+
