20.52.030
structures which are housing, support-
ing or containing sufficient quantities
of toxic or explosive substances to be
dangerous to the safety of the general
public if released.
C. "High risk building" is any build-
ing, other than an essential or hazard-
ous building, having an occupant load
of one hundred (100) occupants or
more as determined by section 1003.2.2
of the uniform building code, except
that a high risk building shall not in-
clude the following:
1. Any building having exterior walls
braced with masonry cross walls or
wood frame cross walls spaced less
than forty feet (40') apart in each story.
Cross walls shall be full story height
with a minimum length of one and one-
half (11/Z) times the story height.
2. Any building used for its intended
purpose, as determined by the chief, for
less than twenty (20) hours per week.
D. "Minimum risk building" is any
building, not classified as a high risk
building or an essential or hazardous
building, having an occupant load of
twenty (20) occupants or more as deter-
mined by section 1003.2.2 of the uni-
form building code.
E. "Low risk building" is any build-
ing, other than an essential or hazard-
ous building, having an occupant load
of less than twenty (20) occupants as
determined by section 1003.2.2 of the
uniform building code. (Ord. 1778
§ 11, 1999; Ord. 1669 § 11, 1995; Ord.
1563 § 1, 1992)
20.52.040 Owner Notification:
The chief building official shall,
within six (6) weeks of the effective
date hereof, notify the owners of prop-
erty improved with unreinforced ma-
sonry buildings determined to be within
the scope of this chapter that such
owners are required to submit engineer-
ing reports, building analysis, plans for
the repairs and complete any necessary
structural repairs within the time limits
established by section 20.52.050 of this
chapter. (Ord. 1869 § 14, 2002; Ord.
1563 § 1, 1992)
20.52.050 Mitigation Plan:
A. Step 1:
The property owner shall submit to
the city within one year of the adoption
of this chapter a structural engineering
report. The purpose of this report is to
establish, by required tests, the strength
of the mortar material holding the
bricks or hollow clay blocks together.
Such tests will reveal if the walls have
proper attachment to the roof system
and, in the case of multistory buildings,
that the floor systems are also properly
attached to the wall system. The tests
are to be completed by a licensed engi-
neer or architect. A property owner
with a building which does not have a
proper wall to roof or wall to floor
attachment must complete the attach-
ment within two (2) years of the adop-
tion of this chapter.
B. Step 2:
1. If the property owner desires to
reinforce the existing building, the
property owner is to submit plans to the
city's building and safety division and
planning departments. The property
owner shall complete the repairs based
on the classifications (table A) within
the time frame (table B) of this section
(Pleasanton April 2003) 734-2
