^ Alternative One: Grant an irrevocable offer of dedication to the City of Pleasanton and
provide the blanket public access easement over the open area if the lands are held in pri-
vate ownership.
^ Alternative Two: Grant an irrevocable offer of dedication to the City and have the appli-
cant deed easements to the City for the Class A and Class C trails.
^ Alternative Three: Grant an irrevocable offer of dedication to the City and have the ap-
plicant deed easements to the City for the Class A and Class C trails and require the ap-
plicant to install the trails prior to the first building permit.
^ Alternative Four: Dedicate the open space area to the City and either require the appli-
cant to install the trails prior to the first building permit, or the City could install them at a
later time.
With Alternatives Three through Four, the number and locations for the facilities would be
worked out with the tentative subdivision map and the final design details would be worked out
before installation. With each alternative, the applicant will construct the Class A trail and will
grant an easement to the Tri-Valley Conservancy for open space purposes.
The Parks and Recreation Commission recommendation concerning this matter will be for-
warded to the Planning Commission and to the City Council for consideration with the public
hearing staff reports.
VI. ENVIRONMENTAL ASSESSMENT
The Oak Grove development will be covered by a Final Environmental Impact Report (FEIR)
scheduled to be reviewed by the Planning Commission at its February 14`'' public hearing. The
FEIR is only an information document that identifies the environmental impacts of the proposal,
mitigation measures for these impacts, and the impacts that cannot be mitigated. As an informa-
tion document, the FEIR itself does not formulate recommendations on the proposal, e.g., ap-
proval, conditional approval, or denial.
Staff notes that certification of the FEIR does not compel the City's approval of the proposed
project or any aspect of the proposed project. The City can still apply its discretionary ability to
approve, conditionally approve, or deny the proposal. However, if the City intends to approve
or conditionally approve the proposed project, the mitigation measures identified in the FEIR
must then be incorporated in the proposal either as conditions of approval or as revisions to its
design.
VII. PUBLIC COMMENT
With the public notice of the work session, staff received written comments from Dolores Beng-
ston (568 Hamilton Way), Greg Albin (1327 Hearst Drive), and Judy Mathew (4282 Bevilacqua
PUD-33 Page S of 6 January 11, 2007
