Chief Bill Cody's reply is also attached. Ms. Bengston and Ms. Bevilacqua express the need for neighborhood parks, trails, and staging areas with this project's first phase. At its December 27~' Planning Commission public hearing, under Item 3, "Meeting Open For Any Member Of The Audience To Address The Planning Commission On Any Item Which Is Not Already On The Agenda", two Pleasanton residents, Dolores Bengston and Becky Dennis, ex- pressed their concern regarding the proposed project. They noted that the proposed project was inconsistent with the trails master plan. They also noted that although the applicant has continu- ally stated that there would be public access to the open space area, that they were concerned, however, that if the City did not own the property how could access be guaranteed. Secondly, they noted that the trails were not going to be constructed at this time. They both urged the Planning Commission to carefully weight the project in regards to not having immediate public access or built trails. Staff will forward to the Parks and Recreation Commission and the Trails Ad-Hoc Committee any additional public comments as they are received. VIII. STAFF RECOMMENDATION Staff recommends the Parks and Recreation Commission and the Trails Ad-Hoc Committee hear all public comments, and then discuss and comment on the alternatives staff has provided for the public trails and its access on the 500 acres of open space within the 51-unit Oak Grove devel- opment, and provide a recommendation to the Planning Commission and City Council. The recommendation will be incorporated in the project analysis and staff reports for the Planning Commission's and City Council's consideration.
