The motion failed for lack of a second.

Ms. Michelotti did not want to drop 70 units without first looking at a redesign of the
project.

Mr. Tarver felt there might be another solution (rather than changing the whole project
design) to get three acres of park if there is an additional property to be offered for the park
area. It seems that whenever we get into this kind of dialogue about altering things, we end up
creating a monster.

Ms. Michelotti suggested an amendment to the previous motion so it does not specify
removing 70 units.

Mr. Pico suggested denying the project without prejudice and directing Prudential and
Spanos to redesign Lot 60 to address the needs of the community and neighborhood and to
provide adequate park facilities. It takes courage to fight for more apartments and it also takes
courage to support the people of north P]easanton. He heard the people say there is a
disproportionate number of apartments in the area compared to the rest of the city. He felt there
were a lot of problems with this project and there were other development opportunities in the
City. He did not feel the City had planned correctly ten or fifteen years ago. Not enough fees
were asked for and the people were not protected for the future.

It was moved by Mr. Pico, seconded by Mr. Turret, to adopt Resolution No. 96-25,
denying the project without prejudice and requesting the developer to redesign the project.

Mr. Tarver indicated that when the property was rezoned, he took a lot of heat so
Pleasanton could get affordable units. This project has a ways to go before it is acceptable.
When the property was rezoned, there was a promise of a community park. That did not
happen. Now we are back to look at the same project, but there is no park for all the people.
Things change; the property value has changed, etc. If the project can be brought together to
meet the communities needs and issues, then he could support it.

Ms. Mohr agreed not enough was gotten from the first projects; there should have been
a longer commitment for the affordable units. Pleasanton was still young and growing and that
was the first opportunity to address the concept. Tonight we have learned from what was done
and we will do better. You can't expect to do something perfect the first time.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver
NOES: Councilmember Michelotti
ABSENT: None
ABSTAIN: None

03/19/96 -14-
