plants to be installed immediately. He objected to doing both. There is no purpose to the lattice
if full grown vegetation is installed. He requested the trees be 24" boxes and shrubs and bushes
be five gallon maximum to start. Finally, he wanted to clarify a section of the proposed
ordinance regarding hours for sweepers and blowers.

Mayor Tarvex declared the public hearing open.

Erin Busby, 5725 Valley Avenue, Director of La Petite Academy, supported the two
issues regarding the key accessibility and opening the gate at 6:00 a.m. There have been times
of emergency when parents have been late picking up their children. If they did not have a key,
the employees could not get their cars out of the parking lot and some people could not get in
to pick up their children. La Petite is open at 6:00 a.m. and the number of cars at that hour
varies from two to twelve. The parents who come that early are commuters and this is the only
child care center that opens at 6:00 a.m. If the gate is locked, she believed the noise would
increase due to parents walking their small children from the gate. She is also concerned
because of safety issues. Most of the women who use the Center wear high heels, and carrying
a child and all the paraphernalia could be dangerous and there may be a problem slipping and
fnlling in bad weather when they have to walk across the parking lot. It is safer to drive to the
front. Opening the gate is to the benefit of La Petite's clients. They are usually on a tight
schedule in the morning and it is quicker and safer to drive to the door to let their children out.
There was a meeting with the neighbors at her school in November and the feeling she got from
them was not that the noise was bothering them, but that they wanted to stick to the original
PUD. La Petite has done many things to accommodate the neighbors: moved delivery truck
times, moved times when the children go out to play, etc.

Donna Taveras, 2416 Pasatiempo Street, indicated she has two children at La Petite and
explained why she needs the gate open at 6:00 a.m. She could not carry her child and indicated
he is boisterous and would create more noise walking to the door. This is the only facility open
this early.

Dyanne Klinko, 1144 Harvest Road, is concerned about the gate issue. She is concerned
about her own safety and her children's safety when she has to walk in the dark past the gate.
The lighting is a problem too. She realized neighbors do not appreciate the noise of the children
or the lighting, but there is a sports park next to La Petite where there are adults playing at all
hours. She does not understand the concern about bringing in children early and with adequate
lighting. There are many programs she would like to have participated in, but she works all day
and cannot attend. She would like_ La Petite to have a key to the gate so there could be a
program later that she would be able to attend. She moved to Pleasanton for family values. She
felt restricting normal childhood activities like playing in the playground before 9:00 a.m. seems
to reduce Pleasanton's community spirit.

Susan Beiler, 5276 Genovesio Drive, agreed with the other parents. With all the rain
recently, if parents were not able to park in front of La Petite, they and their children would be
soaked by the time they walked to the front door.

03/19/96 -16--
