Ms. Dennis stated, since Ruby Hill gets its services from Livemore, then the property
right next to Ruby Hill on the Pleasanton side, is the most distant from Pleasanton in regard to
services. How do you want the plan to address the services question? Does Pleasanton provide
all the services?

It was moved by Mr. Pico, seconded by Ms. Dennis, that the Specific Plan for the
Vineyard Corridor be devdoped that includes a goal of no more than 150 residential units
in that area.

Ms. Miehelotti felt this was being done backwards. Council is designating a number of
units and she felt the area should be reviewed before conclusions are reached. This is reaching
the conclusions first. Does it include the infrastructure and roadway along the arroyo?

Mr. Pico believed it included participation by the City in building the infrastructure and
it may mean not realigning the road. He did not want to set false expectations of 480 units out
there. He wanted a plan that creates a gateway and allows for no more than 150 units and
encourages some of the other uses previously discussed.

Mr. Tarvet felt the problem is that there is no plan. He used 184 units, for an example,
which is the same density of Happy Valley, and if that plan met all the conditions of the
discussions about the Corridor and the road did not need to be realigned, etc. he did not know
if he could decide. Basically there is no plan, so he can't pick a number like 150. Given the
Steering Committee's recommendation, he would rather start there and go forward to develop
a plan; rather than start at 780 units and work down to 480. The expectation is still way too
high, if we are going to accomplish the goals of the General Plan. He did not want to pick a
number; he wanted to start with the Steering Committee recommendations for land use in the
area. He was not interested in realigning the road, or a school or any infrastructure costs that
will drive the number of units to something that will not create a desirable gateway.

Ms. Mohr asked how long it would take to develop the Specific Plan.

Mr. Swift did not know. It depended on where it was placed in Council's pfiorities.
Staff was close to developing all the necessary information to bring a Specific Plan before the
Planning Commission and City Council a number of years ago. We would not be starting from
scratch. If the land uses are changed dramatically, some of the work would have to be redone,
but the Specific Plan itself would probably take approximately six months.

Ms. Mohr felt the old landfill will be some kind of park use and the only thing really
being argued about is the South Livermore Area Valley Plan boundary coming east. Would it
simplify the process to focus on the problem area and just do the Corridor consistent with the
South Livermore Plan?

Mr. Swift said the Steering Committee recommended low density on the south side of
Vineyard and medium density on the north side of Vineyard, up to the dump site and one lot

0'7109196 -41-
