The vote on the original motion was as follows:

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, and Pico
NOES: Mayor Tarver
ABSENT: None
ABSTAIN: None

Item 6b
Review of Criteria Used to Establish In-Lieu Park Dedication Fee. (SR96:259)

Dolores Bengtson presented the staff report.

Mr. Tarver asked if the City currently maintained the standard of five acres of park per
thousand people and will the current park dedication fund be able to sustain that level of
development?

Ms. Bengtson the standard was currently maintained but it will be difficult to maintain
the five acres of active parkland, depending on how the park acres are viewed. Staff expects
active use park, community and neighborhood, to establish the five acre standard. Overall we
will probably be in nice shape because of the amount of open space.

Mr. Tarver asked if the standard would be difficult to maintain because land becomes
more valuable as it is developed and becomes more scarce.

Ms. Bengtson felt that was part of it. The City is asking for five acres of land per
thousand people and when you look at the standards and the fact there is other land being
developed as special use parks or open space parks, staff has to be careful that it is getting land
appropriate for active use parkland. If the standards are maintained and the City continues to
ask for land at the same ratio in the past, the five acre standard can be maintained. However,
the City cannot realistically develop six or seven parks.

Ms. Michelotti felt the standard could be maintained because developers are asked to
develop five acre parks as amenities to their projects and there are examples of this.

Ms. Bengtson agreed. Part of the planning process is the size of community parks the
City is able to get. Carefully planning is necessary to obtain the acreage needed.

Ms. Dennis referred to the six land sales mentioned for the study and asked if they were
within the urban growth boundary. She felt that would be more consistent with the statement
that the land is suitable for residential development.

09/17/96
-7-
