Ms. Bengtson said they were within the UGB.

Ms. Dennis felt that as the City approaches buildout, the land being sold will be smaller
and smaller and there will be fewer large tracts of land. Was there any discussion on how to
use those sales figures to arrive at a general per acre average. She felt there may come a day
when the only sales will be individual lots. Ultimately, all land sales figures should be
considered, because that will indicate how costly it may be to provide park amenifies and what
it will cost to maintain the five acre per thousand standard.

Ms. Bengtson said there was no discussion on the sale of individual lots.

Ms. Mohr indicated there was an incredible variation in the price of single lots. She
referred to the statement in the staff report regarding land in "various stages of development".
When you talk about land with an approved tract map, the value is significantly elevated. She
asked how staff dealt with the comparison of such land to raw land.

Ms. Bengtson indicated that was getting to the nub of the problem as well as to the fact
there are sometimes multiple sales of the same land. Staff believes it is important to have a
committee review what property is to be considered in calculating the park dedication fee. It
is very difficult to determine the value of land.

Ms. Mohr clarified that the calculation of active use park land does not include open
space.

Ms. Bengtson stated the City actually has ten acres per thousand people if the open space
is included in the calculation.

Ms. Mohr felt if the community golf course is developed, it would be an active use park,
and asked if that would be a special use park? Would that be considered in the calculation of
ratio.

Ms. Bengtson said a golf course is not usually counted as active use parkland. At the
time the Quimby Act was drafted, it did not include golf courses in calculating park acreage.

Ms. Mohr felt soccer fields were specific use parks.

Ms. Bengtson said the field could be used for soccer one day, baseball another day, and
the next for a party. Few golf courses have that flexibility.

Mr. Pico referred to the options presented to Council. It appears there is another option
that should be considered. In the event land in a particular project is significantly higher in
value than the standard land value used in the in lieu park fee formula, e.g. in excess of 25%,
then the City should have the option of basing the park dedication fee on the higher value, with

09/17/96
-8-
