Item 6f
Amendment to Refuse Ordinance Concerning Construction and Demolition Debris
(SR96:337)

This item was continued to 12/3/96.

Item 6g
1995-96 Financial Report (SR96:318)

Susan Rossi presented the staff report.

Mr. Tarver preferred any surplus to be designated as discretionary funds rather than an
allocation to the Capital Improvement Reserve fund. He was also concerned that other areas
were fully funded, such as the Replacement Fund, Facility Fund, etc. If not, he wanted more
funds put into the Operating Fund at a higher level.

Ms. Michelotti indicated staff is currently allocating funds to the various reserves Mr.
Tarver referred to.

Ms. Acosta said staff was doing that and is trying to raise that reserve every year. She
stressed the advisability of living within the budget as adopted.

Mr. Tarver pointed out that for several years there have been surpluses which were then
allocated to the CIP reserves. One could argue that those funds have been available every year.

Ms. Acosta said surpluses are preferred for two basic reasons: staff is trying to make
sure expenses are watched as closely as possible, and there have been one-time revenues that
have come as a surprise for various reasons. Even though there have been surpluses each year
for various reasons, staff is not comfortable using those funds for regular operating costs.

Mr. Pico stated that even though this money is allocated to a temporary reserve, the
funds can be reallocated at any time by the Council at its discretion.

Mr. Tarver believed that members of the community will look at the CIP fund and find
ways to spend whatever is in that fund.

Ms. Acosta indicated the CIP list includes $50 million in unfunded desires for the
community.

Ms. Michelotti echoed that comment. The Capital Improvement Program is the means
for setting the priorities for projects and there are many, many unfunded projects. It is nice to
say there is a one-time slush fund, but what about the priorities and the project that has been
waiting several years for funding.

16 11/19/96
