Ms. Mohr asked if two terms were to expire the first of May and someone has to resign
because of a move, etc., rather than have three appointments at that point, could two
appointments be made in May and have the alternate carry over until October appointments?

Mr. Bocian replied the alternate could go from May to October, or be appointed for a
year, or the Council could readjust the term to assure uniformity of expiration dates. Staff feels
it can help the process if there are set expiration times throughout the year. The staff can do
the recruiting throughout the year and have a pool of applications available at the time the
Council interviews. This will improve the entire process and eliminate the gaps that the system
now has.
Ms. Michelotti questioned the alternate not being appointed for a length of time. The
purpose of having the alternate is to have enough people on the commission. Is the goal not to
have anyone serve more than eight years on a commission?

Mr. Bocian stated the goal is try to get uniformity and a maximum regular term limit of
eight years.

Ms. Michelotti asked the following, if someone resigns January 3rd and an alternate is
appointed the same day, would eight years from that January 3rd be the maximum term?

Mr. Bocian replied affirmatively but the appointment would likely not be from January
3rd. It would be May 1 or October 1. A person would remain an alternate until an appointment
could be made to a regular term.

Ms. Mohr had a call asking why some of the appointments have no limits at all like the
appointment to the Mosquito Abatement District or the Channel 30 Board of Directors. Would
these go under the new guidelines?

Mr. Bocian stated that this was not covered here because these are not city commissions.
The Council can adopt a policy concerning these appointments but that is separate from this
issue.

Ms. Acosta stated the City has no control of the Mosquito Abatement District but she
would assume that those appointments would match the same criteria.

Mr. Roush clarified that there has been some discussion about Section 2F under
Attachment B, the procedures for appointment to City boards and commissions. He wanted to
make sure that there was consensus on this issue.

Ms. Mohr felt notification from the Mayor before the re-appointment would give Council
time to voice their feelings about the person being considered for reappointment.

It was moved by Mr. Pico, and seconded by Ms. Michelotti, that Resolution No. 95-114,
be adopted, establishing an eight-year term limit for City commissioners; that Resolution No.

10/03/95 -14-
