Mayor Tarver said this is a tough decision. He agreed about the 670-foot limit. He could
not support the project unless a condition was added that homes would not be occupied until the
schools were available. He said if the School Board is doing what it is supposed to do, the
schools would probably be built by the time the building permits are pulled. He appreciated the
developer's concern about a delay being a financial burden but he could not support even a six-
unit project until the schools are open. He said them are 1,075 units approved that are not built
yet. He felt that perhaps a moratorium should be considered. If he had to choose between all the
projects, he would choose this project because of the 55-acre land dedication.

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to adopt a Resolution,
approving the Mitigated Negative Declaration for the application of Passport l-Iomes, as
filed under Case PUD-98-08; approve the Mitigation Monitoring Program and make the
findings according to the PUD rezoning to PUD-RDR/PI-IS and development plan are
consistent with the General Plan and purposes of the PUD ordinance.
The roll call vote was as follows:
AYES: Councilmembers Dennis and Michelotti.
NOES: Councilmember Pico and Mayor Tarver.
ABSENT: Councilmember Ayala.
ABSTAIN: None

Due to a tie vote, this item is continued to the April 6, 1999 City Council meeting.
There was a break at 9:15 p.m.

The meeting reconvened at 9:20 p.m.

Item 6f
Approval of the Tri-ValleV Transportation Development Fee {TVTDF} Strategic
Expenditure Plan.
