Mayor Tarver understood the recommendation is to spend $2.5 million on construction
projects and the only construction project that would occur after the 1-580/I-680 interchange is
the 1-680/Alcosta interchange.

Mr. van Gelder said that is correct. Right now there is enough funding to do the
preliminary engineering study. Once that is done staff would come back with a firm
recommendation for which portion of the capital improvement projects could go forward.

Mayor Tarver asked about the $4 million for the Dublin BART station.

Mr. van Gelder said that project is on hold. At the State level there has been discussion
about bonds or a tax to get additional funds. He said staff is looking into other ways to get a
guaranteed steady means of funding for the high priority projects.

Mayor Tarver understood the purpose of doing the PSR is to get the projects ready in case
there is funding available through other sources.

Mr. van Gelder said that is correct. The projects that will be funded first are different
segments of Highway 84, and HOV or auxiliary lanes for 1-580.

Mayor Tarver said the original plan was six lanes to Stanley, four to Vallecitos, and four
the rest of the way. He said save the money. He did not want the improvement because it will
not help Pleasanton. He believed the Livermore traffic will now go through Pleasanton, and the
cut-through traffic is already unacceptable. He said make a four lane road facility or a four lane
leading to a three lane, but do something that will flow smoothly from one end to the other and
avoid the stops or transitions in-between.

Mr. van Gelder said staff would try and mandate that the PSR's include a clear statement
on the cut-through impacts.

Mayor Tarver said if there is not enough funding to complete the improvements all the
way, then the congestion is just being moved from one area to the next. If the congestion is
going to be moved, he would like it moved to the bottom of the Sunol Grade rather than
Pleasanton. He hoped the PSR would do a good job in analyzing the impacts.

Ms. Michelotti said there are a lot of people that commute from the Stanley Boulevard
area. She supported continuing the four lanes through Pigeon Pass to help eliminate the impacts.

It was moved by Ms. Miehelotti, seconded by Ms. Dennis, to adopt Resolution No.
99-028, approving the Strategic Expenditure Plan and defer the decision on the
expenditure of Pleasanton's 20% set aside funds until results of the various Project Study
Reports and the ¼ cent sales tax reauthorization are determined.

Pleasanton City Council 16 03/16/99
Minutes
