It was moved by Mayor Tarver, seconded by Ms. Dennis, directing staff to discuss
the animal shelter issues with the different committees and make a recommendation to the
Human Services Commission.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Ayala.
ABSTAIN: None

Ms. Michelotti asked if once an action report is accepted does that preclude someone
from appealing the issue under Matters Initiated.

Mayor Tarver thought the procedure to appeal an item had to be done in writing.

Ms. Acosta said the item can be discussed and voted on when it is on the Consent
Calendar or it can be pulled from the Consent Calendar and appealed or if an individual
Councilmember wanted to appeal the item, then there is an application to fill out.

Ms. Michelotti understood that if a Councilmember wanted to appeal an item a comment
should be made at the time the Consent Calendar is discussed.

Mr. Roush said the normal appeal time is 15 days or until Council has reviewed the
report. An item on the Consent Calendar can be appealed or can be pulled from the Consent
Calendar for discussion.

Ms. Dennis asked if the items could be flagged if their appeal time has otherwise expired.
Ms. Acosta said the dates are listed on the report.

Ms. Michelotti suggested putting the wording on the agenda "Accept the Report/Appeal"
to remind Council that the appeal time is running. She also wanted to comment on the developer
fee workshop with the School Board. She felt the Liaison Committee should be involved,
because there is a schedule that needs to be followed. She felt the workshop was a good idea, but
there are certain mandates regarding the school impact fee agreement that needs to be followed.

Mayor Tarver felt part of the problem has been non-communication between the public
and the subcommittee meetings. He feels this has become a big source of the misunderstandings
about exactly what has been discussed and is the reason he wanted to have the workshop. There
is a lot of information that has been misconstrued that he felt needed to be clarified.

Ms. Michelotti agreed. But there is a process going on that might not be compatible with
the workshop.

Pleasanton City Council 18 03/16/99
Minutes
