Item 4b
PUD-99-07~ TTK Partnership
Request for development plan approval of a residential subdivision consisting of 12 building
sites, a public equestrian/pedestriantrail~ public streets and parking, and land area set aside
for the municipal golf course and permanent open space~ for an approximately 46.3-acre site
located in the Happy Valley Specific Plan study area on the south side of Happy Valley Road
at the junction of Happy Valley Road and Alisal Street. Zoning for the property is
unincorporated. (SR99:223)

Brian Swift presented the staff report.

Ms. Michelotti asked if the applicant was going to bring back design guidelines with
fencing similar to the golf course design.

Mr. Swift said yes.

Ms. Michelotti asked if a school condition similar to Passport Homes was included. If
not, could it be included.

Mr. Swift said without the golf course being a going concern, then the two unit density
bonus would go away, which means the project would have to be redesigned.

Mayor Tarver said it is his intention not to do anything until it all comes back together.

Mr. Pico understood the property would have to be annexed before utilities could be
installed to the Happy Valley area and the utilities would only be installed if the golf course is
constructed.

Mayor Tarver declared the public hearing open.

Jim Hoge, 739-C Main Street, gave an overview of the project. He thanked everyone
involved and felt the project is a win/win situation. He said TTK is willing to donate
approximately $600,000 towards the infrastructure costs and participate in the $1.2 million to
bring water and sewer to the Happy Valley residents. He supported staffs recommendations and
asked that this project be approved.

Ms. Michelotti asked if it was approximately two years ago when he received the
Memorandum of Understanding and got involved.

Mr. Hoge said the Memorandum of Understanding was signed in October, 1998.

Tom Smith, 1070 Happy Valley Road, said TTK has been more than generous. He asked
if there would be a staging area for the path that leads down to the Happy Valley area. He
mentioned the road leading up to TTK's property is twice the width as the road that feeds into it.

Pleasanton City Council 13 08/09/99
Minutes
