Ms. Ayala indicated that she would like the open space available to all of the residents of
Pleasanton and not just the residents in the immediate area.

Mayor Tarver said the visual trail could be moved away from the backyards and still
accomplish the ability for everyone to enjoy the open space/greenbelt.

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to continue the application
and direct staff to work with the applicant and neighbors to design a plan that is acceptable
by all.

Mr. Swift said the time frame depends upon when staff can schedule a meeting between the
developer and the neighborhood and the developer's ability to turn a new plan around.

Ms. Dennis would like the financial impacts to the City looked at and a development
agreement to be included as part of the process because of the equity issues.

Mayor Tarver felt the only way to address the equity issue is through the development
process to know what the financial implications are, what the view corridor will look like, the
number of units, how the golf course will be implemented, etc. He said the issues have been
identified and hopefully something can be brought back in a timely manner.

Ms. Ayala indicated the reason she would like a development agreement is to ensure the
.... people in Happy Valley that a bypass road would be built. She did not understand the equity issue.

Ms. Dennis saw the development agreement having a relationship to the CAPP Initiative.
She did not have a problem with the normal process, looking at the financial impacts, the reduction
in units, etc. She was uncomfortable considering a development agreement because of a timing
issue regarding a vote that is going to happen in November.

Mayor Tarver felt the development agreement was not associated with the CAPP Initiative.
Development agreements have been issued in the past and have been the way to assure that certain
conditions will be met.

The roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis, Michelotti, Pico, and Mayor Tarver.
NOES: None.
ABSENT: None.
ABSTAIN: None.

There was a break at 10:38 p.m.

The meeting reconvened at 10:42 p.m.

Pleasanton City Council 12 08/09/99
Minutes
