had is with connecting this project to the golf course project. She wanted to be fair and not create
exceptions based on the desires of individual Councilmembers. She looks at areas within the City
limits as areas that will be developed. The New Cities property was always presumed to be
developed. She was disappointed that these issues were not brought forward during the General
Plan process and felt there was considerable public input on the Specific Plan. If the project is
significantly changed, the Specific Plan should be changed. She did not want to put off a decision
until a development agreement could be drafted.

Mayor Tarver said this plan fits into the General Plan. He said the General Plan and
Specific Plan process does not get citizen input like an individual project does. He agreed with the
concerns mentioned. The project is tied to the golf course because the developer needs to
understand what the development agreement is about and determine if they are willing to pay for
the infrastructure costs. He said over $2 million and many years have been invested in the golf
course. He agreed it has to be a win/win situation, but if a resolution cannot be reached the golf
course will be lost. He did not believe the Specific Plan needed to be revisited.

Ms. Ayala said the problem with the General Plan is that during the process the availability
of infrastrncturewas not discussed. It was assumed it would be available. She has no desire to rush
this project through. With all the meetings, committees, etc., she thought everyone knew this
project was connected to the golf course. She felt the developer has not put forth the effort for an
acceptable plan. She was willing to revisit the plan. She is aware of the controversy and hoped
everyone could work together to reach a win/win situation. She wanted to discuss this further with
the Councilmembers.

Mr. Pico felt the developer has not worked in the neighborhood's best interest.

Ms. Michelotti did not understand where a green belt area could be installed and still have
the view from the noah side of the Vantana Hills. She was willing to look at the plan to make
improvements but wanted the people to understand that some of the visibility may be lost. She
would like a development agreement in place before the people vote in November. This way the
people will understand where the golf course road is to be constructed.

Ms. Ayala asked where the golf course road was to be constructed.

Mr. Bates said the road would be constructed from the Vantana Hills area, along the
ridgeline, at an elevation of 485 and 463.

Ms. Michelotti said there would be a visibility problem and how houses are sited on the
hillside and/or ridgeline. She did not see how the visibility could be achieved with the proposed
development plan.

Ms. Ayala said the neighborhood photomontage shows a view corridor.

Pleasanton City Council 9 08/09/99
Minutes
