Mr. Swift said the hill goes up to a high spot and then flattens out. The people from
Vantana Hills will be able to see the top of houses constructed on the ridge. If a house is
constructed on the flat portion; only the roof will be visible from the bottom of the greenbelt. If a
house is constructed at the bottom of the greenbelt, it will obstruct the entire view of the greenbelt.
This doesn't mean a greenbelt could not be built. If the neighbors want a greenbelt, one could be
constructed from the bottom of the hill to the top. It should be noted that the area directly to the
east would not have houses constructed on it.

Mayor Tarver heard several of the home owners indicated that they have ideas for
compromise. The issue is whether a plan can be drawn up that incorporates these ideas that people
are willing to accept.

Mr. Swift mentioned there is a difference in development philosophy in the North
Sycamore Specific Plan than was used in Vantana Hills. The lot sizes of Vantana Hills are smaller
than in the North Sycamore Specific Plan. The North Sycamore Specific Plan directed staff to
design 15,000 square foot lots for most of the property. The idea is that 15,000 square foot lot sizes
would create a development that looks less crowded. The question is what does Council want to
see on this site and direct staff to work with the neighborhood and developer.

Ms. Ayala felt the neighbors want a greenbelt area. The neighbors' plan is dramatically
different from the developer's plan. She asked how many houses would need to be removed in
order to create the view corridor in the neighbors plan.

Mr. Swift felt in order to do it right the entire subdivision plan should be redesigned.

Ms. Ayala asked why lots 30, 31, 36, 37, 38, 26, 27, 28, and 29 could not be removed.

Ms. Michelotti asked what is the result of removing those nine lots.

Mr. Swift said if the nine lots are removed, the houses from the upper area of Vantana Hills
would be able to see the houses on lots 10, 11, 14 and 15. If these were removed the tops of other
houses would be seen. He felt it would be better to redesign the entire subdivision plan.

Ms. Michelotti said people need to be realistic as to what is possible and what will happen if
the plan is changed to create more open space, yet may block someone's visibility. She made a
motion to continue the item until the first meeting in September.

There was no second.

Mr. Pico felt the first meeting in September was not enough time. He said the issue tonight
is whether this project will fit or not.

Mayor Tarver asked staff if there is an option to continue the item.

Pleasanton City Council 10 08/09/99
Minutes
