215

Ms. Acosta indicated that at the next Council meeting, staff
would be requesting Council's approval to go out to bid. The
intent of the rendering was to get the rendering done as closely to
that time period as possible. Council does have the ability to
change the bid until the time that bids are received. The issues
in question need to be resolved before the City goes out to bid but
if that were not possible, Council could still go out to bid to
keep the process moving. The bid process period is at least 30
days.

Ms. Scribner referred to the staff report and asked whose
concerns were listed. She also asked what the purpose was of doing
the renderings.

Mayor Tarver was concerned with showing the public what was
being planned for downtown. He felt that it was not clear to the
residents what downtown will look like.

Mr. Pico was concerned with what the downtown will look like
as well. He has had residents express their concerns as to what is
going to change and how it would look. He felt that there was
still time to keep the process moving and create a mock-up or
rendering. He did not feel comfortable as a Councilmember voting
on this issue without knowing what downtown was going to look like
or what the changes would be.

Ms. Scribner stated that because the materials have not been
selected it would be difficult to do a rendering.

Mr. Pico did not want to slow the process down. He would feel
more comfortable knowing what materials were being considered and
the general idea of the project.

Ms. Acosta stated that the different samples of sidewalk
materials would be brought to Council for its review.

Mr. Swift stated that the reason for a rendering is to give a
sense of scale as to what happens to the sidewalks and the corners
and a sample of the materials proposed to be used. Staff will also
be providing slides and pictures of materials used in other
downtowns.

Ms. Scribner asked if staff recommended having a workshop
after Council reviews the selection of materials.

Ms. Acosta explained that some of the materials that are
proposed are minor in the total cost of this project. This is why
staff was comfortable with going out to bid without materials
selected.

12/1/92 13
