92

Mr. Elliott further commented that no pumping rights were
being given to anyone. Mr. Cusenza responded that DSRSD has an
independent quota of 600 acre feet a year that it cannot presently
tap into as it doesn't have any wells. Pleasanton's quota is 3500
acre feet a year. This well is to provide DSRSD with its
independent quota, not from any of the City's independent quotas.

Mr. Tarver wanted to know if there was another drought and
Zone 7 could not supply any water, would the total pumping capacity
of this well be needed to service the City.

Mr. Cusenza stated that all three City wells have been running
non-stop for the last six months and if there was a fourth well it
would be run also.

Mr. Tarver asked if this agreement would in any way jeopardize
the ability to service Pleasanton's residents first.

Mr. Cusenza responded that he did not believe that would be
the case.

Mr. Cordtz wanted to know if the well was going to be right
next to Dublin.

Mr. Elliott responded that it would not be next to Dublin but
very likely be located somewhere close to Valley Avenue between
Santa Rita and Busch Road. The water will get there through our
system.

Mr. Cusenza indicated this well is trying to take into
consideration what might happen in the future if this same sort of
drought situation were to hit again. He doesn't believe that the
new well would relieve Zone 7 of treated water deliveries to
Pleasanton.

It was moved by Mr. Butler, and seconded by Ms. Mohr, to adopt
Resolution 91-180, approving the Consultant Agreement with Luhdorff
and Scalmanini for design and inspection services to complete a new
water production well; authorize the City Manager to execute said
Contract; approve a tentatively proposed 50 percent cost sharing
arrangement with Dublin San Ramon Services District for work to be
completed under said contract resulting in an estimated City
contribution of $50,500; and authorize the advancement of the
$50,500 from the Water Maintenance and Operation Fund until funding
for the entire project can be determined.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

10-15-91 28
