7

garbage bill.

Mr. Mercer replied that since the Pleasanton Garbage Service
bills the residents, the other recycling centers would have to make
sure that all information and paper work are sent to the company
for proper crediting.

Mr. Moss pointed out that the City needs to address the other
element of recycling which is to reduce the amount that goes into
the waste stream.

Mr. Mercer asked staff if there would be a problem with
turning over materials to be recycled to any recycling center.

Mr. Bocian replied that Mr. Moss' recommendation could pose
some operational problems for the City. He indicated that the
program involves a payment of $0.32 by the buy-back center to the
recycling program, which would give the City the additional
administrative task of keeping track of the different recycling
centers. Additionally, having several vendors could present
problems with monitoring and obtaining accurate information as
required by AB 939. Finally, having other recycling centers
involved in the billing and program control would put Pleasanton
Garbage Service in a difficult situation, since the company would
have to validate the credits from the other recycling centers, and
would open the City to complaints.

Mr. Mercer inquired what the revenue stream for Pleasanton
Garbage Service is in relation to the $1.17 surcharge.

Mr. Bocian replied that the company gets its level of profit
from selling the materials that come into the buy-back center. He
indicated that the reason for the detailed monitoring and recording
is to determine the effect of the surcharge rebate on the program.

Ms. Acosta pointed out that the recycling and garbage programs
are interconnected in the sense that a greater revenue for the
recycling program would help keep the surcharge at a reasonable
rate. However, reducing the amount of the waste stream would
generate more recycling materials which could increase the garbage
rates. She added that keeping the two programs together would help
the City monitor the relationship between the recycling program and
the garbage.

Mr. Mercer commented that if only a few residents in the
community decide to avail themselves of the incentive, it would be
more cost-effective to credit the residents automatically and save
on paper work.

- 7 -
1-8-91
