Ms. Acosta stated that the City would monitor the program to
determine how many residents would be actively involved in
recycling. She explained that the City is only beginning its
recycling program through residential recycling and that a
significant reduction in the waste stream would be perceived in
commercial recycling and the other elements of recycling, as
mentioned by Mr. Moss. She added that staff is working on an
educational program to follow the incentive program presented at
this time.

Mr. Moss stated that he had not received any information from
the City on the analysis of the recycling figures he presented at
the August 7, 1990 City Council meeting. He inquired if the review
was ever done.

Mr. Mercer referred the question to staff.

Ms. Acosta replied that staff had reviewed the figures with
Pleasanton Garbage Service and that she would send Mr. Moss a
summary of the findings.

Mr. Moss stated that Council approved the recycling program,
subject to the installation of the conveyor belt at the transfer
station. He added that since this has not been done and the system
is not fully operational, Pleasanton Garbage Service has been
overcharging Pleasanton residents for services it has not rendered
and should therefore rebate the residents' payment for the past
four months. He then mentioned that Pleasanton Garbage Service has
been violating the provisions of the Franchise Agreement by
contacting his clients and offering them better deals.

Mr. Martin Inderbitzen, 62 West Neal Street, representing
Pleasanton Garbage Service, stated that the company has been
granted some privileges as a result of the exclusive franchise it
has with the City and that it is highly controlled as a result of
that franchise. He indicated that the company has been doing
everything within reason to coordinate with the Council and City
staff to implement a recycling program that would be in the best
interest of the community. He mentioned that he believes the
incentive program will work and that the company would be willing
to do anything to improve the program and attain its objectives.

Mr. Mercer asked Mr. Inderbitzen if he had any objections to
reviewing the figures brought up by Mr. Moss along with the
Pleasanton Garbage Service figures to give Council a better picture
of the situation, and if he would be willing to discuss the
possibility of having residents bring materials for recycling to
other centers and having these centers stamp the residents' garbage
bills for credit.

- 8 -
1-8-91
