231

Item 8b
Proposed Amendment to the County Solid Waste Management Plan to
Allow Importation of Contra Costa Solid Waste for Two Years

Mr. Mercer opened the discussion on the matter.

It was moved by Mr. Mercer, and seconded by Ms. Mohr, that
Resolution No. 89-362 be adopted, amending the Alameda County
Solid Waste Management Plan.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Brandes mentioned that the issue on Christmas Boutiques
should be resolved and requested that it be put on the Agenda for
September.

Mr. Swift answered that it would be September or October by
the time it goes through the Planning Commission.

Ms. Mohr stated that she had received some inquiry regarding
capitol improvements. She asked if one or two mid-year budget
reviews were done when the budget was split into capitol and
operating.

Mr. Mercer replied that mid-year review on capitol
improvements has never been done.

Mr. Butler recalled that the redevelopment proposal that
failed included some potential relief for people with unreinforced
masonry buildings. He inquired where the City was in the process
of meeting obligations under the State law and would another
source of low-cost loans for affected property owners be
considered.

Mr. Mercer commented that it would be extremely difficult for
the City to raise money to loan every property owner downtown and
just as difficult to loan money to one property owner and not to
another.

Mr. Walker stated that he would give the Council an update on
the matter at the next Council meeting.

Mr. Roush mentioned that the survey is almost completed and
that a detailed report should be forthcoming.

-22-

8-15-89
