139

Mayor Mercer stated that since 90% of the flights are daytime flights he
felt that commercial and light industrial zoning at the end of runways would
create a more dangerous situation than residential zoning adjacent to the
Airport.

It was moved by Councilmember Butler, and seconded by Councilmember Wil-
son, that Resolution No. 88-117, requesting actions regarding Livermore Air-
port as follows:

1. The City Council of the City of Pleasanton requests the Livermore City
Council to adopt an ordinance requesting FAA approval of a policy direct-
ing aircract departing to the west to make a 45 degree turn after obtain-
ing the appropriate altitude, and prohibiting straight-in approaches from
the west, thereby avoiding flying directly over Pleasanton residential
areas at low altitudes. It is also requested that these procedures be
broadcast on ATIS;

2. The City Council requests that an FAA 150 Noise Study be made of the
Livermore Airport operations;

3. The City Council requests the City Council of Livermore to widen the
Livermore Airport Commission to include Valley-wide representation;

4. The City Manager is directed to designate a staff member to deal with air-
port issues and to become involved in the complaint procedure;

5. Staff is directed to call the attention of Livermore and the FAA to
changed circumstances which require that the 1985 EIR be updated to focus
on the impact of the proposed pavement structure and its ability for heavy
jet traffic and to request a delay on the runway expansion until the en-
vironmental update is complete;

6. The City Council declares that its priority shall be to address the noise
and safety concerns of its residents relating to private commercial air-
craft using the Livermore Airport;

be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

School District Issues
Councilmember Mohr stated that since discussion relating to the School
District bond issue was continued from this meeting to the next regular Coun-
cil meeting, she would like to consider having a special meeting for this dis-
cussion; she felt it might take a lot of time on the agenda.

Mayor Mercer stated that in this connection he would like to discuss with
the School District the possibility of trading City land near the sewer plant
in the Vale Vista area for the Pleasanton Elementary School site on First
Street. He stated that if the School District was not interested in this site
then perhaps some other trade could be worked out such as the remaining sewer
permits, which could be sold by the school district to go toward a new middle
school.

10 - 3-15-88
