project. The Board also initiated a change to the Core Area Overlay District
to require greater setbacks for projects that are purely residential rather
than mixed use, which he originally applied for. He expressed confusion as to
how to meet the requirements as set forth by the Design Review Board and Plan-
ning staff.

No one in the audience spoke in opposition to the matter.

There being no further testimony, Mayor Mercer declared the public hearing
closed.

Councilmember Wilson stated he felt this item should be continued to allow
the appellant to meet with staff in order to resolve the issues in question.

After discussion, it was moved by Councilmember Wilson, and seconded by
Councilmember Brandes, that AP-88-06, Appeal by Terry O'Connor of a decision
of the Design Review Board (Z-87-452) denying the application to modify an
existing residential structure for continued residential use and to construct
a three-story, four-unit apartment complex at the rear of the site located at
148 Spring Street, be reopened and continued indefinitely, to allow the appel-
lant to meet with City staff to work out problems related to aesthetics and
setbacks.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

item 9e

GP-88-1, Application of the City of Pleasanton to amend the Housing Element of
the General Plan to limit the total number of housing units which can be given
Growth Management approval to a maximum of 1~000 units per year and to exempt
housing projects of 5 units or less from the 1~000 unit limit

Consider Adoption of Negative Declaration
Mr. Swift presented his report (SR 88:115) dated March 15, 1988 regarding
this matter.

Mayor Mercer declared the public hearing open on the application and the
negative declaration.

Mr. Ben Tarver, 1144 Arak Court, urged Council to take a conservative
position on this matter. He stated the City cannot continue its present
growth rate without infrastructure - see what can be provided. He stated
there is a backlog of units, apartment complexes are being built quickly,
schools need to expand, and traffic in and out of the Valley is getting almost
impossible.

Councilmember Butler stated this proposal does relate to the ability of
the infrastructure to be tied to the Growth Management Program. He stated it
needs to be determined whether or not there should be exemptions to the Growth
Management Plan.

Councilmember Brandes stated this issue does not mandate that any units be
given.

14-
