129

Councilmember Mohr stated she supported 650 units and 350 exemptions. She
stated she still bristles when she thinks of the School District closing
Pleasanton Elementary School and sending children in this area to Harvest
Park; she feels the School District have created their own problems.

Councilmember Wilson stated not many units are left and consideration may
be given to trading these to the School District and that traffic reports are
not an exact science. He stated he will come out strongly for a moratorium in
Pleasanton.

There being no further testimony, Mayor Mercer declared the public hearing
closed on the application and the negative declaration.

It was moved by Councilmember Wilson, and seconded by Councilmember But-
ler, that Resolution No. 88-122, determining on the basis of a review of ini-
tial environmental study done for this project, that no significant environ-
mental impact would occur as outlined in the City's guidelines and that a
negative declaration is appropriate in connection with GP-88-1, application of
the City of Pleasanton to amend the Housing Element of the General Plan to
limit the total number of housing units which can be given Growth Management
approval to a maximum of 1,000 per year and to exempt housing projects of 5
units or less from the 1,000 unit limit, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

Councilmember Brandes asked for a clarification relative to annexations as
it relates to population bench marks. Mr. MacDonald stated the areas of the
City of Pleasanton that existed at the time of the adoption of the ordinance
in 1987 are considered in the 62,000 bench marks. If annexation occured after
that date it is not included.

Mayor Mercer asked what would be the impact if Council supports the Plan-
ning Commission recommendation. Mr. Swift advised that if Council does not
take action on the Housing Element it will remain the same. Council amended
the land use element which now differed from the Housing Element; the City
needs to be consistent with the General Plan to approve projects.

Councilmember Brandes stated he could support this proposal; it does not
obligate Council to give anything.

Mayor Mercer stated he would like to see the 1,000 figure lowered to 650
and reduce the permit time for Growth Management. If the time was reduced it
would to a lot to motivate builders to build out. Through actions of the City
Council, the City is using up the capacity sooner than Council allows.

It was moved by Mayor Mercer to amend the Housing Element of the General
Plan to limit the total number of housing units which can be given Growth Man-
agement approval to a maximum of 650 units per year and that there be no
exemptions.

The motion died for lack of a second.

15 - 3-15-88
