Ms. Livingstone stated she felt it would be unfair to issue tickets until
this matter is resolved. Council assured her and others in the audience no
tickets would be issued until the matter is resolved.

Mr. David Conkle, 6789 Rancho Court, stated he received an advertisment
notice on his boat and camper from an RV lot regarding storage. Several
months after that he now receives a letter of violation; it is his opinion
that someone who owns an RV lot is desperate for business. He felt the City
should follow up and find out who made the complaint.

Mayor Mercer asked if complaints had been received from any other part of
town. Mr. Swift advised that only those from Val Vista had been received this
year, however, last year the only complaints that were received were from the
Parkside tract.

Mr. Larry Horton, 6859 Vale Court, stated he has a boat and because he
lives in a cul-de-sac there is no place he can put a boat other than on the
street. He stated he concurs with the previous speakers.

Ms. Toni Schmitz, 4653 Corday Court, stated she has concerns about parking
her new camper in an RV lot; there is vandalism as well as great inconvenience
in doing so.

An unidentified gentleman from Val Vista area stated there are more un-
sightly conditions with broken down automobiles than with recreational vehi-
cles on the streets in Val Vista. He requested that everyone who received-
violation letters be mailed a copy of the ordinance.

Ms. Sandra Murphree, 4020 Brooks Court, stated she felt other people in
the area with illegally parked recreational vehicles should be cited also;
adding that only those that were complained against had received the violation
notices.

Mr. Tom Meyer, 4633 Mason Street, stated he felt it is a little strange
about the number in Val Vista who are involved in the citation process.

A resident from Prospect Court stated he walked the entire area of Val
Vista and it took him over 2-1/2 hours; adding that whoever went around look-
ing for illegally parked recreational vehicles had to spend quite a bit of
time doing so. He felt the City should drop the entire matter, or change the
law.

Mr. Troy Montgomery, 6852 Payne Court, stated he did not feel he is being
treated fairly. He stated they are told the complainant desires to remain
anonymous; he asked how the City can determine it is a valid complaint. Mr.
Swift advised that called stated she was a resident of the Val Vista tract but
wished to remain anonymous. He added City staff does not have the right to
ask the caller's name if they stated they want to remain anonymous; but staff
does check out the complaint to see if it is ligitimate. Mr. MacDonald stated
that any City enforcement officer can cite an illegal situation.

Councilmember Brandes stated he felt the infractions should be held in
abeyance until a decision is made with regarding to the ordinance; he is op-
posed to ignoring the law, stating that the ordinance should be reconsidered;
and he is in favor of a hearing to considering this matter.

7 - 5-5-87
