It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Ordinance No. 1801,
ordering the submission of a proposition of incurring bonded debt for the purpose
of the acquisition of certain municipal improvements to the qualified votes of the
City of Pleasanton at a special election to be held for that purpose; and to adopt
Resolution No. 99-139, authorizing placing on the 3/7/00 election ballot a City
Council sponsored measure concerning the acquisition of property and the
financing thereof through the issuance of general obligation bonds, directing the
City Attorney to prepare an impartial analysis of the initiative, authorizing
arguments concerning the measure, allowing rebuttal arguments regarding the
measure, and requesting Alameda County to conduct this election in conjunction
with the March 7, 2000 regular election.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN None

Mr. Roush inquired if Council wished to designate who would write arguments.

Mr. Pico and Ms. Ayala indicated they would like to sign the arguments
supporting the measure.

Ms. Dennis wants this on the ballot in order to ask the community the question.
She is not an advocate for either side. Council cannot proceed to discuss this property
until the people have had an opportunity to voice their opinions about purchasing it. This
is a major community decision.

Ms. Michelotti believed the public needs to know and understand all the
ramifications. If the people vote to buy this property she will work to create something
spectacular on this property. She reiterated that people must understand how many acres
are for public use and how many acres will be developed and where. She would like to
review the argument language before agreeing to sign it.

Mayor Tarver said he loved a good political discussion and he firmly believed this
is what the community has asked for and will support. He wants to be part of the process
and to say this is a great deal. He did not know of any city that has this kind of an
opportunity. The City has preserved the Ridge and can preserve this property for public
uses. He has no reservations about signing the ballot argument. This is important
enough to go on the ballot. The question to the Councilmembers is if this is something
they believe is good for the City of Pleasanton. He had hoped Council would be
unanimous about this process and would campaign for the issue.

Pleasanton City Council 12 12/07/99
Minutes
