Item 6c(3)
Public Input and Status Report Relating to Potential Future Public Land Uses for
the San Francisco Water Department Bernai Property,. (SR 99:331)

Ms. Acosta briefly reviewed the staff report.

It was moved by Mr. Pico, seconded by Ms. Ayala, to approve the staff
recommendation and refer the composite list of suggested uses to the new citizens
committee, establish a completion date of 2/1/00 and establish the scope of work.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN None

There was a break at 9:30 p.m.

The meeting reconvened at 9:50 p.m.

Item 6d
Discussion of advisory ballot measure for the March 2000 election regardin~
groundwater in.iection of recycled water using reverse osmosis technology
(SR 99:344)

Randall A. Lum presented the staff report.

Ms. Ayala referred to an earlier survey which indicated there was no support for
the project. DSRSD then started its education process. She asked if another survey was
done.

Mr. Lum said a second survey had not been done. The initial survey indicated the
residents agreed to using reverse osmosis treated water for non-potable uses. They also
felt they needed more information on the subject. Mr. Lum thought DSRSD and Zone 7
were contemplating a survey early next year.

Ms. Ayala thought it would be useful to have another survey. She did not think a
decision should be made on the project until there is local acceptance. She asked if
DSRSD agreed there should be acceptance before proceeding.

Mr. Lum believed that DSRSD agreed it should be a local decision, however there
is no local body to represent all the agencies in that decision. There are many
jurisdictions that rely on the groundwater basin that don't have a voice in the decision
making.

Pleasanton City Council 13 12/07/99
Minutes
