agreement by asking for an advisory vote. Council is on record that it would support
direct injection of RO treated wastewater only as an absolute last resort. He believed
DSRSD was in the process of obtaining the final permits, and this is the only opportunity
to put a measure before the voters. The Protect Our Water committee cannot put an
initiative on the ballot unless it is countywide. He felt this was a reasonable action to
take. If he could have the word "sewage" inserted in the question, he would agree not to
sign any ballot arguments.

Ms. Dennis asked for the ballot language options to be shown again. She
suggested "Should wastewater from treated sewage that has been further treated with
reverse osmosis technology be injected into the groundwater basin?". That makes clear
the origin and it says the wastewater has been further treated.

Mr. Pico liked that language.

Ms. Ayala wanted to insert drinking water in the sentence.

Mr. Lum suggested adding at the end of the sentence "...groundwater basin that
serves as the potable (drinking water) supply for Pleasanton and the Livermore Amador
Valley."

Ms. Michelotti asked for clarification that if the ballot language is acceptable,
then Councilmembers will allow the process to take place with no Councilmember
signing the ballot arguments.

Mr. Pico said yes. He will campaign for his position, but will not sign an
argument.

It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No.
99-140, authorizing placing on the March 7, 2000 regular election a City Council
sponsored advisory measure concerning public support for groundwater injection of
recycled water using reverse osmosis technology, directing the City Attorney to
prepare an impartial analysis of the initiative, authorizing arguments concerning
the measure, allowing rebuttal arguments regarding the measure, and requesting
Alameda County to conduct this election in conjunction with the March 7, 2000
regular election, using the following ballot language: "Should wastewater from
treated sewage that has been further treated with reverse osmosis technology be
injected into the groundwater basin that serves as the potable (drinking water)
supply for Pleasanton and the Livermore Amador Valley."

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Pleasanton City Council 20 12/07/99
Minutes
