It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. 99-
141, approving the Pleasanton Downtown Association budget for calendar year 2000
(including City funding of $54,000); approving the amended agreement between the
City and the Pleasanton Downtown Association to administer the Downtown
Pleasanton Business Improvement District; and transferring $25,000 from the
General Fund Contingency Fund and authorizing an additional budget amendment
of $21,000 to enable the City to match the estimated 2000 assessment revenue
generated by the businesses in the PDA.

The roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis and Michelotti
NOES: None
ABSENT: Mayor Tarver
ABSTAIN: Councilmember Pico

Item 6g
Proposed Guidelines for FY 2000/01 City Grant Youth Achievement Fund
Distribution (SR 99:342)

James W. Wolfe presented the staff report.

Ms. Acosta reiterated that the only reason there has not been a problem is that the
fund was not well advertised. Staff has struggled with the question of whether it was an
appropriate use of City funds to be sending children on trips throughout the world.

Julie Testa, 3494 Torlano Court, indicated the Grant Subcommittee and a
unanimous Human Services Commission voted to keep this fund. There is an
opportunity to fund many wonderful non-profit agencies. Grant moneys are used for a
variety of uses to support the community. This is a relatively small fund set aside for the
youth recognition. She did not think the Commission felt there was a concern because
there has not been an over use of the fund. The funds were set aside so that if a
worthwhile request was submitted out of the regular grant cycle, there would be an
opportunity to help someone. She believed the Youth Achievement Fund should be
maintained.

Chuck Deckert, 4646 Gatetree Circle, stated that the grant process has evolved
considerably since he has been on the Commission. He appreciated the opportunity to
award grants and recognizes the youth, seniors and those less fortunate, as well as the
agencies that support the people in the community. He does not want to see that
diminished in any way. He felt the Youth Achievement Fund has been one of the
highlights. He believed there is a precedent that is difficult to remove. There has not
been an influx of applications to would cause staff's concerns. He believed the
Commission would request a revamping of the process if such a problem did arise in the
future. He suggested changing the language so the grants do not get awarded to an
individual. In that way taxpayer funds would not be awarded to a single person, but to an
agency or organization.

Pleasanton City Council 23 12/07/99
Minutes
