Gary Purnell, 2472 Via de los Milagros, appreciated Mr. Pico's comments and his
time and effort. He understands the issues now and he hoped the ratepayers were not at a
great risk. He supported having a representative on the Board of the Dublin San Ramon
Services District.

Ms. Dennis expressed her appreciation to the staff.

Ms. Michelotti also appreciated the work on this. She was concerned that the
project continue to go forward so there is no pipeline failure or additional expenses
incurred.

Mr. Pico also expressed appreciation for the cooperation of the representatives
from DSRSD.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico
NOES: None
ABSENT: Mayor Tarver
ABSTAIN: None

Item 6f
Pleasanton Downtown Business Improvement District Calendar Year 2000 Budget
(SR 99:338)

Mr. Pico indicated he was a member of the Downtown Association and would
abstain from this issue.

Dave Iremonger presented the staff report.

Ms. Acosta indicated there have been conversations for some time about forming
a stronger parmership with the Downtown Association. The timing is now. The
Downtown Association has demonstrated it is doing a great job and increasing its
effectiveness, along with becoming a true part of the entire community.

Ms. Ayala referred to comments about reviewing the bylaws and encouraged
adding a resident member.

Craig Scharton, 235 Main Street, indicated this reflects a conscious effort to have
the Downtown Association move from being a merchants' association to becoming a tree
community-based organization. He welcomed a residential member and for property
owners to be represented. The organization is seeking broader partnerships. That is one
of the elements that will be heavily weighed in the application for the California Main
Street Program.

Pleasanton City Council 22
Minutes

12/07/99
