growth management report. That represents the houses that don't turn over increasing
about 2% and those that do will contribute another 2%. Staff tried several assumptions,
but they all resulted in similar figures.

Ms. Michelotti asked if there was an assumption that the City would build out its
General Plan?

Ms. Rossi said the assumption was that it would be about 15 years until build out.
She stated the assumptions are very conservative, especially considering the time lag in
getting reassessments when there are turnovers of houses.

Ms. Acosta referred to discussions in the newspaper about partnering with other
agencies. That is something staff is continuing to explore. Whatever revenue comes
from that process would either reduce the amount of bonds to be sold or be used for
improvements to the public portions of the property.

Ms. Ayala asked if information on any public partnerships could be given to the
public prior to the March election? She had hopes that Zone 7 would be a participant.

Ms. Acosta said the information can be made available, the question is whether
the City can mail it to all. She believed that there will be political committees that will be
involved in the campaign

Ms. Ayala reiterated that Council would like to have had all the information
available before calling for an election, but San Francisco has forced the City to put this
on the March ballot.

Mr. Pico clarified that it is not a question of the City wanting to acquire the
property, it is the timing of the matter.

Mr. Roush then presented the options for ballot language for discussion.

Ms. Ayala had a concern that the school district not be included in Pleasanton's
plan for public uses. She did not want anything to interfere with the School District's
construction plans.

Mayor Tarver felt people would trust Council to make decisions about
development on the site and he did not want to tie the hands of the Council or the
committee that is to decide about land uses on the property and where development will
occur. He was interested in getting a deal that would earn $50 million and provide the
least amount of development. He suggested the following ballot language: "Shall the
City of Pleasanton issue up to $50,000,000 in General Obligation bonds to purchase the
San Francisco Bemal Property for community facilities, public uses and open space that
will be submitted to the voters for approval; and to the extent necessary, approve
development of some portion of the property to raise the balance of the purchase price."

Pleasanton City Council 8 12/07/99
Minutes
