It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt Resolution
No. 99-138, approving matching funds and proposed uses of the Local Law
Enforcement Block Grant as follows: 1) Peer Assistance Program, Pleasanton
Police Department in cooperation with the Pleasanton Unified School District; 2)
Smart Kids Safe Kids, K through 3 student training, Pleasanton Police Department
in cooperation with the Nonprofit Organization; and 3) Update and modify the
Department video, a Crime Prevention and Information video for the community.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN None

Item 6c(1) and 6c(2)
Discussion of the purchase of the San Francisco Bernal Avenue Property. and
discussion of the ballot measure for March 2000 election regarding General
Obligation Bonds for the purchase of the San Francisco Bernal Avenue property.
(SR 99:354)

Ms. Acosta presented a brief overview of the report.

Ms. Rossi presented an explanation of general obligation bonds.

Ms. Ayala asked if the City could send a notice to all property owners stating
what the assessed value of their property is and what the tax would be.

Ms. Acosta indicated the City has to be very careful about what it mails out and
must be careful it does not take an advocacy position.

Mr. Pico felt the information could be given without the City being an advocate.

Ms. Rossi also pointed out that that 11% of the properties are pre-Prop. 13. She
also stated because of the laws regulating general obligation bonds, there cannot be a
lower tax rate for senior citizens. There is, however, a State property tax postponement
program for low income persons over 62 years old. Brochures are available at the Senior
Center and the Library. For more information, citizens could call 1-800-952-5661. She
then explained the effects of the tax on commercial properties.

Mr. Tarver summarized that the average residential property would pay about
$1700 to $2400 over the 30 years of the bond.

Ms. Rossi then answered a prior question regarding the assessed valuation of the
city and stated it is currently $8.8 billion. At the end of the bond period, it will likely be
$33.8 billion. That assumes growth of 8% for the first four years and then 5% for the rest
of the time. She used the assumptions of the Planning Department when it prepared the

Pleasanton City Council 7 12/07/99
Minutes
