Item 6d
Report concerning the public process for the planning of: (1) a community park,
and (2) other public land uses of the San Francisco Bernal Property. (SR00:252)

Brian Swift presented the staff report.

James W. Wolfe presented the recommendations of the Park and Recreation
Commission regarding Phase I of the Bcrnal property and the community park.

Ms. Acosta pointed out that the Task Force members were listed by name in the
staff report, but some of those people are no longer in town or were appointed by
particular groups. Staff will contact those groups to confirm the appointments or see if
new representatives are to be appointed.

Ms. Demtis asked if the cultural arts representative removal was a unanimous vote
by the Commission.

Mr. Wolfe said it wa~s.

Mayor Tarver asked if consideration had been given to changing one of the
large representatives to include the cultural arts representative.

Mr. Wolfe said some discussion was given to adding more members, but ira
conunittee becomes too large it becomes difficult to schedule meetings and address
issues. The Cultural Arts Council can certainly be involved in the meetings, but as
presented, its representatives could not vote on the final design.

Ms. Dem~is indicated she had received many comments about cultural arts needs
in the Valley and she felt it was important to have such representation on the Task Force.

Ms. Michelotti felt the objective was to speed up the process so a lighted sports
field would be included in Phase I of the development. She felt that when the project was
approved, the Park and Recreation Commission was to take control and start planning the
community park irrmaediately. She was concerned this is estimated to take 24 months.
She agreed input from the Cultural Arts Council was important and inquired if the
representative from the Downtown Association was included because of the proximity of
the park to downtown.

Ms. Acosm said staff will work on this a.s quickly as possible, but the reality is it
takes time to go through these issues and the community input is valuable.

Mr. Wolfe indicated there would be effects from this property on the downtown
and therefore staff believed a representative from the Downtown Association should be
included.

Pleasanton City Council 9 09/19/00
Minutes
