they haven't had the whole time to complete their evaluation. She questioned whether it was
good for the non-profits to be out of phase. She did not favor giving grants before it is
determined what happened to the previous allocation of funds. The evaluation is important for
the City and for the agencies so we can perfect the process of how scarce dollars are used. In the
coming year, she felt there would be more needs than last year because of the economy and other
things that are going on. She felt it would be good to roll over the $40,000 to the next year. She
disagreed with the Commission recommendation that an agency that didn't make it in the last
round would have a priority for the next phase. If there is a new process, it must be open to
everyone in the same way the first one was. It is a competitive process and she did not feel an
agency that didn't meet the requirements the first time should have priority.

Mr. Campbell said governments sometimes create problems, but at the same time it
creates a solution. He thanked the Commission for bringing this problem to Council's attention
so it can solve it. He believed the process needs to have integrity. He deals with this on a daily
basis with students who want to turn in late work. Even though he feels badly for the student, he
needs to protect the integrity of the other students who were on time. In this situation, if the
process was fair and well-advertised, then because some people happen to miss it and they still
need funding, it doesn't mean the City is callous by not giving them the money. In retrospect, he
felt the City being more humanitarian by protecting those who did go through the process
legitimately. One can have concern for the organizations that need money, but it doesn't mean a
new process has to be created to give it to them.

Mayor Pico believed you could challenge the assumption that you can't change the rules
in the middle of the game. We do that all the time and we have to be flexible. We can't project
everything that will happen, that a person will miss a meeting, that Valley Community Health
Center has to shut down one of its emergency shelters because they don't have the funding. How
do you say to the child that needs the medicine or food today that there is a process and he has to
wait until next year's budget to provide the money. He agreed a process is necessary and you
have to preserve the integrity of the process, but with respect to the Human Services
Commission, there must be a process that has compassion. Respect is important. He respected
staff immensely, but he also respected the people on the Commission and the majority
recommendation. This issue has been around since May and now it's November. The City does
have a contingency fund for unanticipated issues. Why should we have a contingency fund for
other issues, but not have one for the Human Services needs? He is not afraid to be criticized for
an action that shows compassion and respect. He thought Council rarely gets into issues like this
where there are differences of opinion between Commissions and City staff. In this case, he felt
it was appropriate to support the majority of the Commission and recognize the hard work and
difficult decisions they are making for us. They say there is a need for a secondary grant process
and would like to spend the money now rather than later or not at all.

Ms. Ayala would like to help this organization. Staff at one time supported a mid-year
process and then changed its recommendation.

Mr. Wolfe clarified that there were a number of discussions that occurred in May. The
first action that was taken was a reconsideration of the CRIL request, which was denied by the
Commission. The second portion of the discussion involved the Commission looking at possible

Pleasanton City Council 24
Minutes

11/06/01
