ways to fund CRIL. Staff talked about a number of possibilities, including only capital requests.
Staff discussed this and the possibility that there would be organizations that would say if the
process is opened again, they would like to apply for more than $10,000. At the May meeting,
staff made a commitment to review a secondary process. After the review of a secondary
process, in September staff then recommended that a secondary process not be approved. This
was not an issue of timing and impacts on staff. It was more the issue of considering all agencies
and the fact that in the past funding was denied to agencies that did not follow the rules.

Ms. McKeehan indicated this also happens at the Council level. Under Matters Initiated
on the agenda, staffwill be asked to go look at something. Sometimes staff comes back with a
positive recommendation and sometimes it doesn't.

It was moved by Mayor Pico, seconded by Mr. Campbell, to increase next year's
allocation to the Human Services Commission budget by the $40,000 remaining from this
year and not to initiate a second round of funding.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti

Ms. Ayala wished there could be more flexibility. Needs come up during the year and
she would like some process that can take care of those needs.

Ms. Morley said staffis reviewing the process and has used a facilitator to help develop a
valley-wide review process and concerted effort to provide flexibility. It is very difficult to make
these decisions.

Ms. Dennis felt it was necessary to have a better way to assess the needs independent of
the service organizations; perhaps a referral process, or some way to make certain the people
receiving services are getting what they need. She felt there were things that could be done that
would be less cumbersome than trying to do two rounds of grant funding. She understood that
things come up, but agencies seek other means to address those needs in the short tenn. She
acknowledged that all processes do not meet all needs. She was also concerned that with
evaluations, those that apply for a secondary grant process would have to wait too long before it
could be funded again.

Ms. Ayala said all the Human Services Commissioners are doing such a good job in
trying to meet the needs of the community. Working with other cities is a great start in the right
direction.

Pleasanton City Council 25 11/06/01
Minutes
