_ develop methods to demonstrate measurable results and successes to show a return on the
investment of the members. She looked forward to the challenge and to working with Council.

Other Speakers

Jack Hovingh, 4250 Muirwood Drive, appreciated the discussions about Veterans' Day
and the Community Character principles. These are the foundations on which our City should
develop. He believed Pleasanton is one of the first cities that has every felt the need to have
these principles articulated. He then referred to freedom of speech and First Amendment rights.
He said there is an alternative to the local newspapers, which frequently merely applaud the
elected officials. He referred to the web site Opinionpleasanton.com. On another topic related to
freedom of speech, he was distressed that several campaign signs had been removed from his
property. That is a denial of his freedom of speech. This is unacceptable behavior and he urged
the City to do what it can to discourage this behavior. He also urged any candidate for public
office to discourage this activity by the candidate's supporters.

There were no further public speakers.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Consideration of whether to confirm approval of an additional 202,000 square feet of
commercial space pursuant to the Stoneridge Regional Shopping Center Development
Agreement (SR 01:229)

Brian Swirl presented the staff report.

Mr. Campbell asked for clarification on the 75 acres referred to in the staff report.

Mr. Swirl said the 75 acres is the entire area within the Stoneridge Mall ring road. The
additional square feet would be built in a location to be determined. There is no particular plan
for the expansion. It is most likely to be located in the areas of lower elevation to accommodate
additional decked parking.

Mr. Campbell referred to the possibility that the West Las Positas interchange may not be
built but enhancements to Stoneridge Drive would be constructed; does staff think there would
be no additional traffic impacts from the construction of the additional square footage.

Mr. Swirl said that was the conclusion of the study done by the West Las Positas
committee. With the enhancements proposed for Stoneridge Drive, that would replace the traffic
carrying capacity of the West Las Positas interchange.

Mr. Campbell asked about traffic mitigation fees to be paid by Stoneridge Mall.

Pleasanton City Council 6 11/06/01
Minutes
